Otto is/was an operative for the United States Central Intelligence Agency(CIA). The character appears in the novels Infected, Contagious, Pandemic and Mount Fitz Roy.
In the Infected Trilogy, he reported to Murray Longworth and supported Margaret Montoya in her investigation the outbreak of the Triangles. Otto and Montoya developed a romantic relationship and were married sometime before the events of PANDEMIC occurred.
