Sands witnessed admiral [[Vincent Epperson]] in a secure area of the ''Akathaso'', canoodling with a much younger civilian who did not have clearance to be in that area.  Sands refused to back down from Epperson's threats and filed an official report. Epperson made the report go away and had Sands assigned to ''Keeling''.
